Title: Lower White Oak Bayou [LWOB] Channel Restoration Study
Presenter: Cory Stull, P.E., CFM, Freese and Nichols, Inc. (FNI), Southeast Division
A preliminary engineering analysis, commissioned by Harris County Flood Control District (HCFCD) and funded by Memorial Heights Redevelopment Authority (MHRA / TIRZ 5) demonstrates the feasibility of returning the lowest one-mile reach of channelized and concrete-lined bayou to a more natural state with no negative impact to channel conveyance and storage. Three alternative conceptual designs show a range of flood-risk reduction, environmental and socioeconomic benefit, and cost. Potential benefits include enhanced public recreation, restored wildlife habitat, and improved water quality, as well as eliminating the need for costly repair or replacement of the existing concrete liner, which is approaching the end of its service life. Analysis also shows the potential to expand restoration to other, further upstream reaches of the bayou.
